Cindy Ruggiero, age 58, passed away on Wednesday, May 6, 2026. Cindy was born on May 23, 1967, in Elmira, NY, the daughter of the late Francis and Delores "Louise" Palmer. Cindy was the party planner, the maker of all the fun, and the biggest Christmas enthusiast you could ever meet. Her smile lit up every room she entered, and everyone who met her felt like family. She was a beloved wife, mother, nana, sister, and friend. She was the biggest cheerleader for her children and grandchildren, no matter what they did. Whether it was bowling, softball, baseball, football, go-kart racing, cheer, or dance, she always showed up and was the loudest one cheering them on. Cindy is survived by her loving husband, Tom Ruggiero; daughters and son-in-law, Kristen and Rich Robinson, and Erica Buster; and her cherished grandchildren, Thomas Ruggiero Jr., Bradley Ruggiero, Vincent Ruggiero, Avery Buster, Riley Buster, Richie Robinson, and Bennett Robinson. She is also survived by her sisters, brothers, and in-laws: Diana Little and Kenny Elston Jr., Gary and Darla Palmer, Albert Austin, James Comfort, Jackie Mattison, and Diana Grinolds; along with many nieces, nephews, cousins, extended family members, and a host of caring friends. In addition to her parents, Cindy was predeceased by her stepson, Thomas "T.J." Ruggiero; sisters, Delores "Dolly" Lavigne, Bonnie Austin, and Sheila Comfort; brothers, Joseph Palmer and Ray "Butch" Palmer; nephew, Scott Palmer Sr., and brother-in-law, Lacy Little. Relatives and friends are invited to call at the LYNCH FUNERAL HOME 318 WEST BROAD STREET HORSEHEADS, NY on Tuesday May 12, 2026 from 2-4 and 6-8 PM.
