Frances was an amazing woman with drive and determination to achieve the best in educating herself. Frances was Secretary to both President's of North Atlantic and Gulf Steamship Company. Then proceeded to working for the City of New York for the Dept of Welfare until she was requested by the Mayors Department to take the position to be the secretary to the NYC Mayor Robert F. Wagner Jr. After moving to Horseheads when her husband Charles F. Neu took a transfer with the A & P, Frances decided that she needed to be a stay at home mom and immerse herself in the care giving to her husband, daughter and home. She became a great cook too and she made many a meal for friends and family. Surviving her is her beloved daughter Arlene F. Roy of Horseheads, stepson Dr. Charles H. Neu and wife Toni of Staten Island, NY; granddaughter Eva Neu Meade & Joey Meade of Staten Island , NY ; grandson Jason Neu; 2 great granddaughters : Avery Meade and Caroline Meade both of Staten Island , NY. Frances is also so grateful for the friendship and dedication in helping with her care by two wonderful people Jane Moss and Christine (Tina) Stevens with amazing care given to help Arlene keep her in her home as Fran requested. That was where she wanted to be even after going 90% blind 12 years ago. I want to thank Mary and Steven Evans and Leo S. Pierson for being there for me in my mom's last few weeks. The family would like to thank the Corning Hospital for their care in ICU, and the wonderful staff of Dr's. and the 3rd floor nurses. Those wishing may remember Frances through contributions to a charity of one's choice.
